Setting up a framework agreement with Capita and TPPL enabled Halton Housing Trust to achieve its goals

Halton Housing Trust is a registered provider of social housing and was formed to take transfer of the housing stock of Halton Borough Council which was completed on 5 December 2005.
The Trust provides affordable homes in Halton and manages 6,446 homes. We have our own in house repairs & grounds maintenance team who maintain and repair all of our properties and maintain the landscaped areas around our properties.. Our fleet of vehicles is used by that team.
The inherited fleet from the Council was in poor condition and not did not fit with how we wanted to deliver the repairs service. We also wanted to use the new fleet to promote a positive image of Halton Housing Trust within Halton.
Halton Housing Trust started working with Capita Asset Services in 2007 to establish the original Framework for light commercial vehicles. This proved to be popular among Capita and The Procurement Partnership Ltd (TPPL) clients so, upon expiry, it was agreed to replace this with a new Halton Housing Trust framework in 2012 and expand it to include passenger cars as well.
The Halton Housing Trust fleet required renewal in 2013 so Capita ran a mini-competition under the new framework for the replacement of 60 light commercial vehicles including vans and tippers on full service contract hire.
Halton Housing Trust selected Peugeot vehicles and these have now been delivered by the successful provider, Automotive Leasing. Being a member of the buying club managed by The Procurement Partnership Ltd, Halton Housing Trust has had the benefit of market leading manufacturer discounts through reduced contract hire rates.
Capita and TPPL provide a joined-up advisory service for this type of procurement. Once the tender was complete and the contract awarded, TPPL managed the introduction of the new vehicles, involving all stakeholders such as the manufacturer/dealer, contract hire company and user groups within Halton Housing Trust’s organisation.
The process managed by Capita enabled Halton Housing Trust to avoid having to organise and run a full OJEU tender process, releasing management time, etc…
